The Theft of Telecommunications Service is a Crime

WHY COLLECT CALLS?

In the late 1980's the telecommunication industry working with the confinement industry established standards for inmate phone service. The goal was to provide inmates with a way they could easily and regularly communicate with family and friends. Prior to this time the availability of phone service for inmates was very limited.

While providing inmates ready access to phone service the absolute priority was to protect the public from any form of harassment or criminal activity. The solution to meet the goal of easy access to the telephone while protecting the public was the automated collect call. The intent was to notify the called party of a call from an inmate facility from a named inmate and then allow the called party to refuse or positively accept the call.

The automated collect call prevents harassing or unwanted calls from being placed to witnesses, attorneys, judges or members of law enforcement. The specialized equipment with call controls, call tracking and call recording with monitoring helps law enforcement prevent further criminal activity.
